Water Conservation Surcharges impose incremental Water Service Billing Rates for increasing levels of water consumption. The State of Georgia has mandated all Water Service Utility Providers to develop and implement a Water Conservation Surcharge Billing Rate Table to encourage water conservation. The Unit Surcharge Method establishes an "excessive" water usage threshold level based upon analysis of system-wide water customer consumption averages. Bartow County Water Department Residential Customers that exceed 5,000 Gallons of water consumption within a Monthly Billing Cycle Period will pay Water Conservation Surcharges based upon the following Water Conservation Surcharge Billing Rate Table which also includes Water Service Billing Rates for all other Bartow County Water Department Customer Classifications. Note: The following Water Conservation Surcharge Billing Rates were established through comprehensive analysis of ALL Bartow County Water System Customer Classifications and monthly water consumption totals!
|Bartow County Water Department Utility Bill Details|
A) Billing Date: The beginning date of the Current Utility Billing Cycle Period when Utility Service Bills were printed and mailed.
B) Due Date: The calendar date when complete payment of the Current Account Balance is due. If complete payment of the Current Account Balance has not been submitted on or prior to the Payment Due Date, then the amount indicated adjacent to Balance After Due Date shall become the updated Customer Account Balance.
C) Service Account#: The Customer Account Number that has been assigned to the applicable Utility Service Location Address within our utility billing system.
D) Customer Name: The name provided to our department by the applicable Customer Owner of the Utility Service Location Address at the time of service application.
E) Service Address: The Utility Service Location Address for which the applicable Utility Billing Service Charges apply.
F) Previous Balance: The Account Balance of the applicable Utility Service Location Address at the beginning of the Previous Utility Billing Cycle Period.
G) Payments/Credits: A total of all Account Payments and/or Credits that were applied to the applicable Customer Account during the previous Billing Cycle Period.
H) Balance Forward: The balance of the applicable Utility Billing Account at the end of the previous Utility Billing Cycle Period. A delinquent Balance Forward will be subject to Service Disconnection.
I) Meter Reading ID#: The meter number indicated on the Water Meter installed at the applicable Utility Service Location Address.
J) Previous Read Date: The calendar date when the Water Meter providing water service to the applicable Utility Service Location Address was read at the end of the Previous Utility Billing Cycle Period.
K) Reading: The reading of the Water Meter providing water service to the applicable Utility Service Location Address at the end of the Previous Utility Billing Cycle Period.
L) Current Read Date: The calendar date when the Water Meter providing water service to the applicable Utility Service Location Address was read at the end of the Current Utility Billing Cycle Period.
M) Reading: The reading of the Water Meter providing water service to the applicable Utility Service Location Address at the end of the Current Utility Billing Cycle Period.
N) Consumption (1,000 Gallons): The total Water Consumption measured in 1,000-Gallon increments that occurred from the end of the Previous Utility Billing Cycle Period to the Current Utility Billing Period.
O) Water Service Charges: The total Utility Billing Charges applicable to Water Utility Service that has occurred from the end of the Previous Utility Billing to the end of the Current Utility Billing Cycle Period. (Note: Please review the Conservation Surcharge Billing Rate Tables above for an explanation of Utility Billing Charges.)
P) Sewer Service Charges: The total Utility Billing Charges applicable to Sewer Utility Service that has occurred from the end of the Previous Utility Billing to the end of the Current Utility Billing Cycle Period. (Note: Please review the Conservation Surcharge Billing Rate Tables above for an explanation of Utility Billing Charges.)
Q) Penalty: The total Late Fee Penalties that have been applied to the Customer Account Balance during the Current Utility Billing Cycle Period.
R) Current Balance Due: The Current Account Balance of the applicable Utility Service Location Address for the Current Utility Billing Cycle Period.
S) Balance After Due Date: The Customer Account Balance owed if complete payment of the Current Account Balance has not been submitted on or prior to the Payment Due Date.
T) Water Consumption History: This chart details the monthly Water Consumption History in 1,000-Gallon increments for the applicable Utility Service Location Address during the previous 13 months.
U) Customer Mailing Address: The mailing address provided to our department by the applicable Customer Owner of the Utility Service Location Address.
V) Department Message Box: This area of the Utility Service Bill is designated to notify our Customers of important information such as upcoming events, current drought conditions, office closures, etc.

Note: An Online Payment Convenience Fee of $2.00 per transaction will be charged at the time of payment authorization for customers that have not signed up for the AutoPay option through Xpress Bill Pay. This Online Payment System is available 24 hours/7 days per week. Bartow County Water Department Customers will have prompt and secure access to pay their Utility Service Bill. All Utility Service Billing Payments submitted during a calendar day will be processed and credited on the next business day. Note: To expedite payment processing when submitting your Utility Service Payments at our Main Administrative Office, please provide our Utility Billing Personnel with your entire Utility Service Bill. Customers concerned about the monetary charges and/or water consumption totals printed upon their Utility Service Bill should report their meters readings to our department immediately for Service Account Transaction/Meter Reading verification. Note: In the event our department identifies a potential water service leak or experiences other difficulties while reading a water meter, a green pamphlet shall be provided to the Serviced Customer indicating all problems that were encountered. Upon obtaining your meter reading, please observe the red protruding water-flow indicator located adjacent to the meter dial. Movement of this device while all available water outlets within the Service Location are closed indicates the presence of a water leak that should immediately be reported to and repaired by a Licensed Plumber. Note: Customers are solely responsible for water consumption charges and service line repairs pertaining to water leaks that occur between their water meter and Service Location!
|Bank Draft Payments|
Reconnection Fee - Bartow County Water Department Customers have ten (10) calendar days to pay the entire Account Balance of their Utility Service Bill following their assigned Billing Due Date, including associated Late Charges, before a Non-Payment Service Disconnection Order will be issued for their Service Location. Non-payment of Utility Service Bills for thirty (30) days after the original Due Date will allow the County to terminate a Customer's Water Users Agreement (Water Users Agreement, Section 11C). As a courtesy, our department notifies Customers with overdue balances through our B.E.N. (Better Easier Notification) PhoneMaster Audio System® within a few days prior to the Non-Payment Service Disconnection period. Note: Failure to receive payment reminder messages does not exclude delinquent customers from Non-Payment Service Disconnection procedures! Our Non-Payment Service Disconnection Policy is detailed upon our Utility Service Bills! Serviced Accounts that remain delinquent at the completion of this Non-Payment Service Disconnection period may have their water meters locked and Service Locations tagged with a red Non-Payment Disconnection door-hanger. Service restoration after Non-Payment Service Disconnection procedures have occurred requires a complete cash/certified funds payment of the Account Balance, associated Late Charges and a Service Reconnection Fee ($25.00 before 4:00 p.m./$40.00 after 4:00 p.m.). Note: Once a Non-Payment Service Disconnection Order has bee issued for a serviced account, regardless whether or not actual Non-Payment Service Disconnection procedures have occurred, the customer is responsible for payment of a Service Reconnection Fee without exception! The latest time that our department will restore service to an account disconnect for non-payment of the Account Balance is 8:00 p.m. Meter Readers and Maintenance Personnel are not allowed to collect Utility Service Payments under any circumstances!
Returned Check Fee - Bartow County Water Department Customers whose personal or business checks have been returned to our main administrative office from a banking institution due to insufficient funds, omitted signatures, or for other reasons are assessed a $30.00 Returned Check Fee and are promptly mailed a "Returned Check Statement" from our department. These customers should immediately collect their Returned Check from our main administrative office @ 50 Nelson Street; Cartersville, GA 30120 and submit a cash-only payment for the Service Account to avoid Non-Payment Service Disconnection procedures which will be scheduled for ten (10) days after said check has been returned to our department unless the required payment has been submitted within this period! Note: Customers that have submitted a total of two (2) Returned Checks will be required to make cash-only payments for a minimum period of one (1) year.
Tampering Fee - Bartow County Water System Tampering Fees are detailed within "Title I. Water Service; Section 2 Interference with County Property Prohibited" of the Bartow County Water Service & Conservation Ordinance adopted December 17, 2003 which states as follows:
Section 2 Interference with County Property Prohibited (A) All persons are prohibited from interfering with or disturbing in any manner or form, any water meters, switches, locks, cutoffs, corporation cocks or other appliances of the County, or to appropriate or use any water after service has been cut off or discontinued for the nonpayment of the charges therefore or for other cause. The head of the household or property owner involved shall be held responsible for the violation of this section. Tampering fees of up to five hundred dollars ($500.00) shall be assessed where a meter has been disturbed, plus the fee for water used. The County reserves the right to remove a service where a meter has been tampered with and to refuse continued service to a property that has a history of violations of water service polices or ordinances.
(B) Unauthorized operation of a County owned hydrant will result in a tampering fee of up to five hundred dollars ($500.00), plus the fee for water used.
(C) A customer’s water meter may be turned off and tagged for any violation of Bartow County Water Department Rules and Regulations or Standard Operating Polices and Procedures, which are incorporated herein by reference.
(1) If the tag is tampered with then a padlock will be applied and the customer must pay a fifty dollar ($50.00) tampering fee before service can be restored. For each subsequent tampering with any tag by the same customer (whether on the same or different property), the fee shall double, to a maximum of four hundred dollars ($400.00) for the fourth and subsequent tag tampering violation.
(2) If the padlock is removed or other means are used to gain water service, then the customer shall pay a one hundred dollar ($100.00) tampering fee plus the cost of any damage to the lock, meter or meter setter. The meter will be removed until all monies due are paid, including any overdue bills. A cease and desist order shall be issued to the owner of record of the property served by the meter where the tamper has occurred. For each subsequent tampering with any padlock by the same customer (whether on the same or different property), the fee shall double, to a maximum of eight hundred dollars ($800.00) for the fourth and subsequent lock tampering violation.
(3) If, after removal of the meter, an alternative means of obtaining water service is attempted (such as a “jumper” or other means), then the water service will be removed and future service will be considered as if the tampered service never existed. The property owner shall have to apply for and pay for new service, which may or may not be granted, and shall have to pay a fee of one thousand dollars ($1,000.00) prior to new service being granted.
(D) Bartow County reserves the right to refuse to provide service to any property that may not be in the best interest of the system, including property with a history of tampering with the meter (or other portions of the system), or a history of non-payment of bills, irregardless of identity of the owner of the property or the customer.
(E) Bartow County reserves the right to refuse to provide service to any customer that may not be in the best interest of the system, including customers with a history of tampering with the meter (or other portions of the system) on any property; a history of non-payment of bills to the Water Department on any account on any property; or having any unpaid bill on any former Water Department account on other property.
Effective August 1, 2018, the Bartow County Water Department implemented our new Leak Adjustment Policy in association with ServLine® that will provide RESIDENTIAL WATER CUSTOMERS ONLY! with Water Service Leak Coverage and/or Water Service Line Coverage. Residential Customers have been automatically enrolled with the Water Service Leak Coverage and will be billed for this coverage on the 1st of every month and dated for their applicable billing cycle date if their account is active on that date and will be eligible for one (1) leak adjustment within a 12-month period!! Residential Customers have the option to decline this leak coverage by submitting a signed Water Service Leak Coverage Decline Form to our department. For Water Service Line Coverage Residential Customers can complete and submit a Waterline Coverage Enrollment Form to our department to register this particular service. The Bartow County Water Department is currently participating in the Metropolitan North Georgia Water Planning District Residential Toilet Rebate Program which offers qualifying Bartow County Water System customers an opportunity to receive a credit on their water bill.
