Transportation Planning Documents


As a new MPO, we must establish several documents that describe what staff will be doing and how we are to engage the public when making transportation decisions. These documents must receive public review and the comments received must be addressed within the material.

Unified Planning Work Program (UPWP) This document establishes the work products to be developed by the MPO during the contract year which runs from January 1 through December 31. 
The document is required to be updated each year.

CBMPO UPWP FY 2020 Draft

This document covers the 2020 calendar year. The draft was made available for public review by the CBMPO Policy Committee at their meeting of November 6, 2019. Interested parties have until close of business Monday, December 23, 2019 to provide comments. Comments received will be included and addressed in the final document which is on the agenda to be formally adopted by the CBMPO Policy Committee at their scheduled meeting on February 5, 2020.

CBMPO UPWP FY 2019 Final

The document below covers the 2019 calendar year. The draft was approved for public review by the Policy Committee at their meeting of August 1, 2018. Formal adoption took place on November 7, 2018. 

Public Participation Plan Document describing how the public and affected agencies will be informed and their input received and handled regarding transportation planning within the area served by the Cartersville-Bartow Metropolitan Planning Organization. The Public Participation Plan was adopted by the CBMPO Policy Committee on June 3, 2014. Some minor wording changes have been requested by federal agencies and these are incorporated from time to time without affecting the overall public review process.

CBMPO PPP as of September 2018

UPDATE: In accordance with guidance from the Federal Transit Administration, the MPO has amended the Public Participation Plan to include the following statements:

"The public involvement process for the Transportation Improvement Program, Long Range Transportation Plan, Special Projects or other plans and programs is used to satisfy the Georgia Department of Transportation public participation process for the Program of Projects."

"The Cartersville-Bartow MPO’s public participation process for the development of the Transportation Improvement Program (TIP) meets the Federal Transit Administration’s (FTA) public participation requirements related to the development of the Section 5307 Program of Projects."

Title VI Plan The MPO is assigned to Bartow County Community Development Department and follows the requirements of the Bartow County Title VI Plan which was adopted June 5, 2013.

Performance Targets Beginning in 2018 every MPO is required to establish annual performance targets for its transportation network by Section 23 U.S.C. 148 of the Fixing America’s Surface Transportation (FAST) Act. The federal government establishes what performance measures to use and the states and MPOs have to set targets under these performance measures. The performance measures are in the core areas of Safety (PM 1), Bridge Safety (PM 2) and System Performance (PM 3). The MPO has the option of setting its own targets under these measures or adopting those of the State of Georgia. Below are the annual resolutions and targets adopted by the CBMPO.
