The process of qualifying is the mechanism that a registered voter uses to be placed onto a ballot in hopes of obtaining a public office. There are three ways to qualify for most offices: as a partisan candidate, as an indepentant candidate, or as a write-in candidate. The other offices are considered non partisan, meaning that none of the candidates running for that office are allowed to claim membership in a political party for campaign purposes.
